In the traditional sense like a database, dynamic content etc then it is a no! Cloudflare has a really good service called Pages. It would host static content and also Node JS apps. Cloudflare workers could be used to add some dynamic content but that is all.

Not really. It is a DNS, CDN, Network protection and management platform. Although it allows to have some simple static pages.
